I don’t think this is a verbascum because the leaves are not furry and not rosettes. Definitely a weed and seems to have underground creeping roots. Appeared in my phlox bed last year and I ripped it out, only to have twice as many this year.

It's Lysimachia punctata - Loosestrife, and can be quite invasive.
