Cystisus or broom not flowering

I planted this about 2 years ago and have just noticed a few flowers at the tips of the branches but no more. It didnt flower last year either but i thought maybe just getting established. It should have pale yellow beautifully scented flowers along the length of the branches - anyone know why this would be? Photo attached.

They like full sun, being Mediterranean plants, what sort of situation is it planted in? Is it being overshadowed by other plants?

Well it was in full sun until the rambling rose next to it took off in the last couple if weeks but you could be right, i will move it to a better spot.
