Wood chip vs bark chippings

Any thoughts? Area to be weed matted and bark or wood chipped prior to planting mixed border. I’ve heard bark is waterproof and therefore not best for mulch...? Any got any experience of this?

We use bark chips from Homebase/B&Q etc in the same scenario and they do mulch down, we have to top them up every year or so.
