Shrivelled bluebell bulbs

I know it is the end of the season but my supplier had bluebell bulbs available again and I ordered a packet. They are all shrivelled and roten, and I know that bluebell bulbs are not meant to look like this, but should look fresh and a little less dried out.
Does anyone have any experience and can advise, before I complain to the seller? Thank you.

As far as I know, bluebells and snowdrops at this time of year are sold 'in the green' (as in actually growing).

Those bulbs look pretty dead, are you going to ask for your money back?

Thanks for your post kinorsam Yes, they arrived today and I am going to ask for my money back. They really do look completely dead, I just wanted a second opinion.
