I have a 4 ft conifer right next to my house and I want to get rid of it. I'm worried about subsidence. Am I ok to remove it?

It will be fine, years ago I had 40 foot trees removed and had no problems. 4 ft is really small in my opinion

It's about 2 foot away from my house though so I'm worried the roots will have reached my house.

Conifers are shallow rooted so at only 4 ft tall the roots wouldn’t have done any damage.
An easy way to remove it would be just to dig around it then rock the trunk from side to side. It should lift quite easily.
