Challenge for gardeners out there...

I think I must have the most challenging garden in Britain and I desperately need help! We live on a boat moored alongside a plot about 60' square. Most of it is turfed but there are beds round the edge and I would love to grow something in them. The problem is, it's very exposed and windswept AND is subject to the occasional flood of brackish water! I grow herbs and salads and other stuff in pots bot I would love at least some ground cover for the beds which look really sad at the moment. Or should I just turf the lot. Any ideas?

I think I would be looking at some sort of windbreak first to help with the exposure problem. Then maybe plants that like damp conditions such as gunnera.
