Help a novice gardener achieve a lawn?

Finally own my own home and am currently trying to transform the garden. It's a terrace with a path to the door and a garden/yard area on either side of the path. Previously they both had bark with a layer of stones underneath which I've spent the last week clearing. Have put Scottish cobbles on the smaller side and am going to put plant pots /containers on top.

The bigger side I want to be grass. At the minute, it's very dense mud/soil/clay (spot the clueless person!). I've googled and asked people but keep getting conflicting advice.

Do I put topsoil directly over what is there now? (And how do I work out how much I need?).

Or do I need to turn over the soil that is there now first?

Do I put a weed membrane down and if so is that presumably before the topsoil?

Once the topsoil is down, do I just scatter grass seeds straight away and then water?

Want to get it right and have the nicest lawn I can possibly achieve.

Any help would be hugely appreciated.
