Roses - no flowers

I've got two climbing (or possibly one of them is rambling?) roses in my garden - one in a pot which I've planted, and one on the fence which I've inherited. Neither have flowered in years Sad

Now, the one in the pot isn't doing fabulously because I keep forgetting to water it, but the inherited one did have beautiful flowers on it until we replaced the fence, gave it a very short haircut and have allowed it to grow back. What can I do to encourage flowers? I've been pruning, I've fed it, but nothing. Any suggestions?

Having inspected said rose just now, I suspect these little buggers aren't helping...
