It's about 4 foot high and the leaves are quite soft.
I thought maybe weigelia but the shrub is too compact for that.
You lot will know. ..

Could be a small philadelphus. It looks familiar and as if it's going to flower from the tips.

Yes you could be right. No long stems though, that I'd expect to see with a philadelphus. I have a small one and it still gives quite a few long reddish stems.
