What's eating the clematis buds??

I've just planted two to climb over an arbour seat. They were reasonable sized ones with flower buds already. They've been in about 3 weeks and something is devouring them flower buds as well. Whatever it is has eaten just the tops of the buds and taken chunks out of the leaves. There are no slug trails that I can see and I surround the roots in slate chippings to deter anything and keep the roots cold. The stems have also gone really dry looking and white. I'm not sure what to do over than dig them up and try them elsewhere. Any ideas???

Could it be birds?

It's a possibility as the bird feeder is also situated in that area so they are nearby. If it is I'm disappointed in them...where's the gratitude for all the bird food I put out for them!!
