What is this plant please?

Saw this in a newly landscaped pub garden and SIL is quite taken with it, but neither of us know what it is! Can anyone help please? TIA

Looks like a euphorbia to me.

If you break the stem and it has a milky sap, don't get the sap on your skin as it can hurt.

Better warn SIL (who has small kids) in case they try and nibble it then ladypieshop
