Stupid question about weed membrane

Sorry if this is a really dumb question. Can I plant bulbs under weed membrane if I want them to come up year after year? I've made a gravel garden. I read that alliums are good for gravel gardens and I love the look of them. But how do they get through the weed membrane every year? If I cut a cross in the membrane above the bulb, will it definitely find its way through?

We have shrubs in ours, we cut a cross and shoved them in. With bulbs I suppose you just do the same, bulbs are pretty tenacious things, they'll find their way out.

Thanks. Do herbaceous perrenials work? Do they manage to find their way through the following year after they die back?

My tree peony has, it died back entirely, I'm amazed it is still alive, it wasn't looking good! But yes, they seem to do fine actually, they search out the light.
