Too late to prune roses?

I'm in the south west. Want to weed bed with roses and they are looking very leggy. Also want to underplant. Am I too late to prune?

Not at all. Roses are very forgiving. You might not get the best blooms or shape of bush, but I've pruned very overgrown roses mid summer and still had blooms.
I'd feed them after pruning.

Go for it. Not ideal because the plant will have used energy making shoots which you are going to cut off, bu on the other hand it will be easier to get a balanced shape because you can see which way the shoots are going and cut accordingly
