It was here when we moved in in August and i quite like it, so wondering what it is and if it needs any care? Also if we have to move it (possible garden re-design) when is the best time?

It looks a bit like a phormium to me. You can remove the dead leaves to neaten it up. I would shift it in early spring!

. . . and try and get the ivy and other stuff out, and move it to a clearer area with compost dug in. Phormium is New Zealand flax and comes in various colours and sizes. The pointed leaves can be VERY sharp, and dangerous to young children.

Pull the dead leaves away in spring - use gloves! (Be aware slugs and snails like to hide deep down between the leaves.)
You could try dividing it by chopping down between the 'fans' but try to leave roots on both sides.
If it flowers, leave the flowers on until the stems die off and dry out, then pull off.
