What's sprouting out of it?!

Is this tree under attack?

I think these are known as "watersprouts"

treesandshrubs.about.com/od/pruning/a/what-are-watersprouts.htm

But they could be "suckers"

Read the article I've linked to to see what to do and identify which it is.
