Shallow flower bed

We're planning a new flower bed next to a fishpond, the soil is clay and sand. It's quite shallow and can't be dug too deep before we hit rock. It gets a lot of sun.
What would be good to plant in it that gives cover for frogs etc, smells nice and attracts bees.

Look into making it a bog garden, with marginal water plants. The Internet will give you advice on how to do it, from sites like the RHS.
