roses: one flowering, one not!

I have two climbing roses on the front of my house. Sunny spot, good manure soil, planted lovingly and tripled in size since planted 2 months ago. One is flowering and smaller, the other is romping along size-size but no sign of any buds. What's going on??

Are they both the same variety? If not, one could just be later-flowering than the other naturally.

Both exactly the same, bought same time, same supplier, looked identical when purchased.

Plants do this on purpose to wind us up

Or maybe one is spending its energy making new growth and the other is wasting it on flowers
