Is this a weed?

Can anyone tell me what this is? Is it a weed or not? It looks like it will have a purple flower and is about 30 cms high.

It looks like goosegrass (cleavers) - Galium aparine. definitely a weed, and spreads prolifically although shallow rooted. Best to pull up as much as you can.
