GQT have just Suggested removing all the flowers/blossom off a young pear tree to encourage root growth.does that mean just cutting them off with secateurs?

I'd just uses your fingers - pinch them. They will come off really easily! You shouldn't be cutting into the wood at all, so no need for secateurs.
