Is this the right time to plant onion sets? And where is the best place to get them, will it be any garden centre?

You're not too late for onions. If the soil was too cold or wet in March, you'd be
planting your onion sets now. They're still available online from Dobies or similar (Marshalls etc) if you can't find the varieties you want in the garden centres. I'd recommend 'Autumn Gold ' or 'Fen Red' if you prefer red onions.
