Woody stem on standard rose - is it sick?

Hello,
I bought 4 standard roses online which have just been delivered. They are pretty much just large cuttings with root established and new shoots starting to grow. One of the roses has a very brown woody stem, while the others are all green. It also doesn't really have any new shoots growing. Do you think this rose is sick/dying? I am very new to gardening and am clueless! Any advice appreciated...TIA

Very often plants are 'grafted' onto a more mature or more suitable root stock, so I guess that could be why one looks different.

Were you provided with instructions how to plant, feed and prune them? Were they from an established and reputable supplier?

If you can, take accurate photos of each one, and also how they progress when planted, just in case you need to complain to the supplier.
