Last years compost. Left out in the elements over winter. Can I still use it?

I have mixed some with blood fish and bone, and its a bit like clay (for want of a better word) as its been raining.

I have put down some beetroot seeds but will they survive? Or shall I start again with fresh?

I'm sure it'll be fine :)

If it a bit like clay then mix it with some straw or bark or something?
