Your suggestions for small evergreen flowering shrubs

Preferably something heavily scented if that's possible. We are installing a covered pergola above decking outside our backdoor. The roof will be glass. The area is sunken and so from the lawn the shrubs will be at ground level but from the deck they will be at waist/chest height.

Any suggestions?

So far I've looked at lavender and hebes. Not sure whether lavender will get too leggy and block the view.

What's the aspect? How much sun does it get?

Its south facing. Gets sun from about 11am until about 5pm. Not so much in the winter when the sun is low since we have tall trees behind us.

Lavender would be fine if pruned properly each season.
