Repairing a concrete pond

Our new(ish) house has a pond that urgently needs some TLC. We emptied it all out today to get it sorted but hit an issue we're not sure how to fix.

The pond liner was bubbling up already. When we took it off, we found loads of water between the liner and the concrete. There's no tears in the liner and no obvious holes/cracks in the concrete.

How do we fix it? We asked at the garden centre, they said put sand and carpet down in between the concrete and the liner and maybe drill some holes into the concrete to let the water escape...? But they were guessing really and not really sure this was the best course of action.

Any advice?
