cutting back plants

Anyone at all who can help? My delphiniums and lupins have just about finished flowering and look pretty yuck. Do I cut them back down now, right to the ground? Also, I want to move them around the garden to spread them out a bit. When can I move them?

Just cut the flowering stems off now.
Wait til September/October time before you move them.
