Is it too late for these veggies?

I planted some cauliflower, spring onions and leeks last September in my new (very novice) veggie beds. The cauliflowers are no more than exuberant leaves and the spring onions look like chives and the leeks like spring onions.

I'm fine with this in a win-some lose-some kind of way but is there any point in persevering? Especially for cauliflower, surely they'd have formed heads by now if they were going to? If not I'd be keen to clear them to plant sweet peas and courgettes or similar.

Keep the spring onions. There's a chance the others will come good but if you're keen to clear then do so. My over wintered veg was terrible this year and I have pulled up failed cauliflowers and broccoli. My cabbages are on a count down too.
