When is the best time to move plants?

I have a flowerbed which seems to have all evergreen shrubs/bushes on one half and all summer flowering plants on the other. I looks lovely at the minute but in the winter all the flowering plants (clematis, hydrangea, weigela, etc) die back to just a few twigs so I end up with one half of the garden looking really bare.

Now they're all up and flowering I can see roughly how much space everything takes up and how I could swap some things around so its more balanced, but it is a good idea to dig up plants when they're flowering? Or should I wait until they've died back in the winter? And is it the same with shrubs (red robin, etc)?
