bare roots plants

How do you know which way up to plant them or doesn't it matter?
Recently ordered a load from a website (3 bare roots for a fiver instead of £10 for a small plant at Garden Centre....) and particularly puzzled by the peonies that have gowth on them - sort of white/pink - but hard to tell if that's the root growing or the stems.
I figured that the growth would find it's way to the surface whatever... Hmm ?

Don't plant the peonies too deep - they'll flower more quickly.
