University offers - reformed vs old style A Levels

I found out recently that students from Northern Ireland still sit AS Levels which are worth a large % of their final A Level grade. (Is this also the case for Wales, I’m not sure?)
Surely given the hoo haa about the new “harder” A Levels this means that if all students get the same offers (barring contextual offers) it’s less fair on the English students?
