Has anyone successfully appealed after being declined for fostering approval?

Has anyone been declined at panel, then again at the ADM, but been able to appeal and win?
We had a fairly supportive assessment, but the panel didn't go to plan. Some tough questions were asked and we didn't do a great job of answering them and our social worker wan't able to support us due to connectivity issues.
ADM then just took that and agreed with the panel.
Seems like a very unfair process to be honest.

If you have failed both aspects then i'd be super surprised if you could win an appeal. I think you'd be better working out where your knowledge falls short, addressing the gaps in a meaningful way (not just box ticking) and then reapplying.

Usually there will be recommendations for you to follow up which your assessing social worker will be aware of. You should have been made aware of these at panel too. Approval will have been deferred subject to fulfilling recommendations rather than outright rejection. If you can do work expected of you with the support of your social worker then you can absolutely come back to panel.
