Bank account for 16 yr old ward of court

I'm close to a young person who is currently a ward of court. They are 16, have a bank account with a High St bank linked to their parent from whom they are estranged. Can anyone offer advice on options? They are currently living with foster carers and have tried a Monzo application which has been turned down, most likely due to address reasons.

They might be able to open a Basic Bank Account. A few banks do them, you get a debit card etc but no overdraft facility or frills. Used for people with poor credit history etc.
I have a Co-op one for basic spends etc, can manage it online etc, dead easy to open too.
