Finding children (now adults) who were in foster care

In 2002-4 some family members fostered a family of 3 small children.
The placement had to be ended due to illness on the part of the family members.
Both have since died, the latter to die was 8 years ago.
In the last of their belongings we have a lot of photos of the children, including class photos and also cards they made.
The children would all be in their twenties now and I doubt have great outcomes as, in retrospect, at least two of them suffered from FAS. I would like to reunite them with these photos from their past if I can.
Two of them had common but distinctively misspelt names, the third a common name with standard spelling. No social media I can find for the misspellings but if they have decided at some point to go with the usual spellings they will be very hard to find.
Is there any route I could use to find them? Would the LA be able to help?

They will have a Social worker or personal advisor until they are 21 so they at least should be traceable through the LA and could perhaps signpost for you?
