Moving agencies or from agency to LA

Hi,
Is it true that if you want to transfer from an agency to LA you need to start from scratch?

Also, can you choose nearby LA'S, or must you use your own?

Can choose any, usual think one months notice, best would be nearest
would not think would have too start from scratch as requirement's are too UK National for both LA an IFA's.
Would enquire in 1st instance your LA and nearby.
Also ask about on going training and services many LA's are setting up new services, as apposed too contracting out too IFA's in areas of teenager's, difficult too place challenging children, and disability's,
also short break's services. These will pay an enhanced rate over and above normal FC Rates.
