Not sure! But FIA stands for Food Incidental Allowance in Army speak.

Think it's a house/flat that qualifies for food & incidentals allowance by virtue of being remote from a base where you can get normal messing. Normally goes with a job (eg URNU) and was about £14 per day last time I was anywhere that merited it. That's the RN view, anyway...
