Delia recipe asking for cream of tartar....

Making Delia's children's cake recipe and recipe asks for 3tsp cream of tartar and 1.5 tsps of bicarb..don't have cream of tartar, can I use anything else????

Baking powder is a mix of both but some cakes use the separate ingredients to enhance the flavours e.g. ginger cake or similar.
You can use baking powder instead of the cream of tartar and the bicarb.

So, do I add 4.5 tsp of baking powder to substitute 3 tsp of cream of tartar and 1.5 tsp of bicarb?
