Dd is nearly 2 and she would drink milk all day if I let her and regularly throws a strop about it but I just stay firm and say she can have water. She gets a beaker when she gets up so a two thirds full and some before bed but she has a fairly good appetite apart from this...they really do need food rather than milk at this age but making sure still plenty of cheese and yoghurt etc...sounds like you're making progress though.
