Or does it have to be on baking paper?

AFAIK it will be ok on a greased baking sheet.

baking paper IIRC.

and when I used to do meringe (not that I have for yeasrs tho, and it was in an old oven then), I used to leave the door open a tiny bit at the top and put a small amount of water in a tray at the bottom of the oven. was told to do that by my home ec teacher, but I actually have no idea why.......altho it did make for chewy meringe which I love

I am sure tho that someone far superior to me in meringe baking skills will come along soon and tell you a proper way of doing things

I think it will stick horribly to foil. Baking parchment is your best bet.

I've done it on foil and it's worked out fine.
