I know very little about drinks and I would appreciate some help here pls

I have had this bottle of mandarin liqueur (see attached picture) for over 10 years

Is it still safe to drink? I noticed there is sediment in it

Completely safe to drink. The flavour might have faded a bit, but the sediment is nothing to worry about.

It will have a high alcohol level - alcohol is a preservative - and it will have a high sugar level - sugar is also a preservative. Perfectly safe.

A bit of sediment after a long period is to be expected.

One of my lockdown projects was to clear the remains of bottles of stuff like this...I found a slug of most went very well in a mug of hot chocolate 🙂
