Can I just put a packet of tortilla chips in the air fryer and grate cheese on them

No idea about air fryers but you can certainly do this in a regular oven. Preheat to about 200C, spread the tortilla chips in/on a baking tray, sprinkle with shredded cheese and 'toast'. Watch carefully so it doesn't burn.

I do that in a microwave. Layer chips then cheese then chips then cheese. On for about a minute. Delish!

I do this in the air fryer, 180 for about 5 minutes

Put a layer of tin foil underneath or there will be masses of smoke and mess to clear up.
