Can I use dried rosemary in a recipe that stipulates fresh?

I expect so, but reduce the quantity, rosemary is pretty strong.

Yes you can...it's never as nice as fresh imo but it's fine

What's the recipe? If it's something that bubbles away for ages I'd say yes, but you don't want to be chucking dried herbs in just before serving something.

And agree with @caranations that you should reduce the quantity substantially - dried herbs are much stronger than fresh.
