Are these just a star rating or are there comments as I can't seem to find them.

There’s comments. Under the recipe title you will see the stars, look on the right hand side of the stars. It will say “rate”, then “comments”. Click on the word “comments”.

On my phone both the app and the website don't have comments next to the stars.

On the whole they are a waste of time ... usually along the lines of "I made this but didn't have X so used Y and replaced A with B ...." which I guess misses the point somewhat !
