Pressure cooking frozen mince?

I put some minced lamb to defrost in the fridge for making shepherds pie yesterday morning, but it’s not fully defrosted.

Can I cook it in the pressure cooker (instapot) whilst frozen and how do I stop it burning?

I want to cook the meat and then put it in an ovenproof dish with some veg and the potato topping to finish off in the oven later.

I often brown (beef) mince when it's still partly frozen, and it's fine, but it can stay as a big lump if you don't brown and separate it a bit first.
