Dose DH need to report to food standards?

Asking for DH, he's an electrician and was called out to a takeaway today (fortunately not one we've ever used). Apparently there were rats everywhere, including the food prep area. Dose he need to tell food standards or somebody? Is it normal and all takeaways are a lot more grim then I realised?

Definitely report, but to your local Environmental Health rather than Food Standards.

Eugh, please report to your local council Environmental Health, they need to be closed immediately. That’s such a health hazard for anyone ordering food from there!
