Royal Icing

Can anybody tell me why this never sets for me? Have just had another disappointing Christmas cake so would love to know what I’m doing wrong.
I follow instructions to letter, don’t add glycerine, clean bowl etc etc. Thought it must be rock hard this year but, no, soft again??

Oh, I would love mine to be slightly softer. I used a ready-mixed, just add water one this year and it almost breaks your teeth. Tate & Lyle I think, although it may have been Billingtons (or even Sainsbury's own-label). I was thinking that I could have done with putting a little glycerine in it to make it softer!
