Is it the middle bit you are after? Or the glaze?
The glaze you can make with sugar and water boiled together (with a bit of lemon or orange zest if the base dough is appropiate), or some warmed, sieved apricot jam.

Cinnamon roll recipes dont usually have much butter in the middle bit - just cinnamon and sugar.
Or you could knead in some dried fruit, and just make a teacake style bun, no extra butter required.

I'm after the glaze top and bottom.
usual recipe has butter, milk and sugar boiled to a toffee like syrup. half at the bottom of pan other half poured over before baking.

update: I used milk and sugar and sunflower oil and the resulting syrup worked really well.
