Bloomer too brown on top

Hi, I made a loaf for the first time today following Paul Hollywood's bloomer recipe. My oven does not heat to the temp I put it on so used my oven thermometer to check. Right temperature. Fan oven. The bane time was 25 mins on 230 then reduce to 200 and bake for another 10-15 mins. After 20 mins it was starting to be in danger of burning even though I'd turned it down. Tapping the bottom gave a hollow sound so I took it as baked. It's now cooling. I did sprinkle it liberally with poppy seeds before baking so adds to the dark colour but what dd I do wrong? Would I be better using the bottom element and fan only?

I think your loaf looks amazing!! Maybe go a bit easier on the poppy seeds next time and consider 20 mins at 230 then reduce to 200. I bet it tastes amazing.

Thank you, we've had a taste and it's gorgeous so really pleased. I really love poppy seeds but will maybe use less next time.
