for chilli con (fake) carne.
packet says soak and cook for 1-1.5 hours.
can I just add them to the chilli soaked or do they need to be cooked before?

They can be poisonous if not cooked properly. Tinned beans are much easier.

Red beans are really dangerous. Use tinned or soak and boil them properly.
You can die from incorrectly prepared kidney beans.

I know! that's why I'm asking.

dried are much prettier and cheaper and you can sow them in the garden
they are soaking now

They need soaking overnight and then cooking separately before adding to the chilli. Pinto beans are much nicer than kidney beans, btw.

You usually need to 'boil vigorously' for ten minutes before simmering for the rest of the time. I am never really sure why this is, but I'm too scared not to do it each time!

Yes OP cook them in advance or they will be super hard and gross. If you have a pressure cooker you can use that to reduce the time needed.

I think the boil vigorously time is to kill off the toxins. The rest of the time is for softening them. Not sure what the toxins are, but I'd prefer not to eat them!

sooo I boiled them for an hour, drained/rinsed and put them in the chilli.
was yum
