Am I able to use gluten free flour for someone who is wheat and gluten intolerant?

Usually, but some can contain wheat flour without the gluten. None of them are particularly great, but Doves Farm is OK. Avoid Asda own brand as it is terrible. Gluten free flour is horribly sticky, so I only make sponge type cakes or Brownies, rather than anything that needs to be rolled out.
