Cornish pasty help

I want to make Cornish pasties for my poorly DH (he's just had a big op).
I've been looking at recipes but can't work out if I cook the meat and veg before putting in the pastry or put it in raw. Sorry I know I'm been dim.

no you don't. Chop it all small, mix and season. wrap and bake until everything is cooked.

My friend makes delicious pasties. She buys skirt steak and chops it really small with scissors in a bowl, along with swede and potato and all raw, but it is chopped v small. I made them and forgot salt and pepper and it really mattered!
