Cooking vegetables

Help please.
The more common vegetables when boiling them do you start wih hot or cold water?
I know there is some rule about vegetables above the ground and below the ground.
No help to me as I grew up in a non vegetable growing urban home and I don't know much about vegetables.

I'm probably doing it all wrong, but I'd say if you're boiling them, carrots, potatoes, broccoli etc, it doesn't much matter - I tend to bring the pan to the boil and then chuck them in. My gran says 'what grows in the dark cooks in the dark' ie root veg put lid on, green veg don't, but nowadays I think people would say lid on saves energy.
